Louisiana – Tax Equalization Program

SALT Report 1308 – The Louisiana Department of Economic Development has adopted rules regarding the tax equalization program for franchise tax, corporate income tax, and sales and use tax.
The Tax Equalization Program is an incentive program designed to attract, retain, and encourage the expansion of manufacturing businesses, headquarters, and warehousing and distribution establishments to Louisiana, which would not otherwise do so due to a higher tax burden.
The program is designed to eliminate the tax differential between a Louisiana location and a competing location in another state. The rules provide the requirements for eligibility for submission of an application, application fees and procedures, provisions regarding the yearly determination of the tax equalization amount, the project completion report, and the affidavit of final cost.
