SALT Report 1668 – The Kansas Legislature recently passed a bill that amends certain regulations related to the pipeline safety program operated by the Kansas Corporation Commission. The bill, SB 374, makes the following changes:
- The federal statutes referenced as the source of Kansas’ pipeline safety regulations are updated,
- The civil penalty for any related series of violations is increased from $500,000 to $1 million, and
- The requirement to pay an annual fee to cover the costs of safety inspections applies to all pipeline operators subject to KCC regulatory oversight. Prior to the amendment the fee only applied to public utilities. This will affect 55 of the 127 operators of natural gas pipelines that are not currently assessed a fee for safety inspections.
All changes were effective July 1, 2012.
