California – Changes to the BOE CPPM (Compliance Policy and Procedure Manual) – Collections

SALT Report 3301 – On March 25, 2014 the BOE during the Administrative Session will be hearing/voting on approval of Item  N4 (Collections).  These changes are important to be aware of as the BOE absorbs new laws, regulations, policies and procedures enacted over the last few years.  These important items represent changes to the BOE Compliance Policy and Procedure Manual in the area of Collections:

N4 – Proposed revisions to the Compliance Policy and Procedure Manual Chapter 7 Collections

Collections – Sections related to successor liability, delinquencies, dual requests and payment agreements were removed from the revisions due to policy changes.  Specific areas addressed:

732.100 Successor Liability changes

720.032 Sharing Data with DMV

707.020 The Special Procedures Section is now the Special Operations  Branch (SOB)

740.030 IRIS is gone and “online system” is here.

749.035 Catering Trucks and their vendors (A whole new section)

753.025 Till Tap warrants.   Some new guidance on using the CHP and Sheriffs.

776.010 BOE can request a discharge from accountability from the Victim Compensation and Government Claims Board (VCGCB) – write off.
