California – Changes to the BOE CPPM (Compliance Policy and Procedure Manual) – Registration

SALT Report 3300 – On March 25, 2014 the BOE during the Administrative Session will be hearing/voting on approval of Item N3 (Registration).    These changes are important to be aware of as the BOE absorbs new laws, regulations, policies and procedures enacted over the last few years.  These important items represent changes to the BOE Compliance Policy and Procedure Manual in the area of Registration:

N3 – Proposed revisions to the Compliance Policy and Procedure Manual Chapter 2 Registration

Registration – Recent policy changes regarding security deposits have been incorporated.  Specific areas addressed:

203.010 Taxpayers are Clients of the BOE

203.220 In State Voluntary Disclosure Program

203.230 Out of State Voluntary Disclosure Program

205. 023 Registering Celebrity Accounts “Do not enter the celebrity’s identification numbers.” (New Section)

205.060 Qualified Purchaser Program – $100,000 or more.

210.010 Internet Sellers Discovery

215.010 Use Tax Added “One Time” “SD Account”

235.025 No more monthly filers.  EFT filers now “Mandatory” over $10,000.

295.060 Direct Pay Permits.  Must have use tax more than $500,000 aggregate taxable property cost OR cities, counties or city and county.
